Forschung & Entwicklung und Innovationen sind die Grundlage des modernen wirtschaftlichen Wachstums. Über den Außenhandel können Schwellenländer einerseits von Innovationen anderer Länder profitieren, andererseits besitzen sie aber in der Forschungstätigkeit selbst einen komparativen Nachteil gegenüber den Industrienationen. Die möglichen Wachstumseffekte einer Weltmarktintegration können somit positiv oder negativ ausfallen. In einer Untersuchung über Argentinien 1990-1999 stellt der Autor fest, dass sich die Öffnung des Landes zunächst nicht nur positiv auf den Technologietransfer, sondern auch auf den Umfang der inländischen Innovationsaktivitäten ausgewirkt hat. Die Zunahme der Investitionen in Forschung und Entwicklung hing aber von der Stabilität des wirtschaftlichen Umfeldes ab: mit Beginn der Wirtschaftskrise ging auch die Innovationsbereitschaft wieder zurück. |
