"L'Algérie face à la mondialisation est une contribution d'intellectuels (chercheurs, syndicalistes, membres de mouvements associatifs) à l'analyse de la crise que traverse l'Algérie depuis la décennie 1980-1990. Ils l'ont vécue sur place intellectuellement et physiquement. La crise est restituée dans la conjoncture nouvelle créée par la mondialisation. Elle se manifeste d'abord par l'exercice d'un véritable droit d'ingérence puis, avec la fin de la violence, de la recherche d'une insertion nouvelle dans un monde dominé par une super-puissance et l'économie néo-libérale. Les contributions évaluent dans des domaines stratégiques les politiques publiques, leurs résultats et les sorties de crise possibles. Trois de ces contributions se situent au niveau global et mettent en évidence d'une part le tournant que représente la crise par rapport à la conjoncture et aux orientations politiques de l'Algérie avant 1988 (Mohamed Moulfi), et d'autre part les stratégies des acteurs qui disqualifient les politiques de réforme qui nourrissent la corruption et la bazardisation de l'économie (Rachid Tlemçani). Les politiques sectorielles sont abordées dans cinq contributions : l'éducation (Ahmed Djebbar) le système bancaire et financier (Fatima Zohra Oufriha), l'environnement et le développement durable (Azzouz Kerdoun), le développement rural (Omar Benbekhti), et les enjeux de la loi sur les hydrocarbures (Farid Benyoucef). "Algeria Facing Globalisation is a contribution by intellectuals (researchers, trade-unionists, members of associative movements) to the intellectual and material crisis which Algeria has gone through since the 1980s. The crisis, evident in the new economic downturn created by globalisation, has manifested itself through a genuine right of interference, then, at the end of the violence, through the search for new insertion into a world dominated by one super-power and by a neo-liberal economy. The contributions are strategic, assess public policies and their outcomes, and provide solutions for the crisis. Three of the contributions are of global interest and underscore, on the one hand, the crisis as turning point, with respect to Algeria's economic situation, and to trends in policies before 1988 (Mohamed Moulfi). On the other hand, the contributions underscore strategies by actors that are a disservice to reform policies and nurture corruption and the shambling of the economy (Rachid Tlemçani). Five contributions are on sector-based policies: education (Ahmed Djebbar), banking and financial system (Fatima Zohra Oufriha), environment and sustainable development (Azzouz Kerdoun), rural development (Omar Benbekhti) and the implications of the law on Hydrocarbons (Farid Benyoucef).
